Refuge Apartment Complex Approved in South Richmond

A project to build 180 lower-rent apartments in the Piney Knolls area of South Richmond has been approved despite opposition from city planners.

The city council granted a special-use permit to Norfolk-based developer The Lawson Cos. to construct the Refuge apartment complex on 10 acres at 5015 Snead Road.

The apartments will be targeted at renters earning below 60% of the area median income, making them more affordable than initially planned.

City planners had urged denial of the proposal, describing it as

“antithetical to the spirit and intent of the Richmond 300 plan”
in a staff report.

The complex will feature one-, two-, and three-bedroom apartments in three-story buildings.
