The Pensions Regulator (TPR) has appointed Taylor Brightwell-Smith as a new “theme lead” to manage its work across administration, pensions dashboards, and cybersecurity—three vital areas for the regulatory body.
Taylor Brightwell-Smith joined TPR this week, coming from the Government Actuary's Department where he spent nearly four years as a pensions consultant. Before that, he worked seven years at Trafalgar House Pensions Administration and held a position at Capita.

This appointment coincides with TPR's collaboration with the Department for Work and Pensions (DWP) on a prospective bill aimed at giving TPR formal authority over administration providers.
In August, Pensions Expert reported that TPR and DWP discussed a Pension Reform Bill that might enhance TPR’s powers concerning professional trustees and administrators.
TPR’s recent report on the administration sector identified several key challenges, including difficulties in hiring and retaining administration staff, the need for technology upgrades, and heightened cybersecurity concerns.
“The administration sector requires improvements in staffing, technology, and cybersecurity,” TPR noted in its report.
These initiatives reflect the regulator’s push to strengthen oversight and improve industry standards.
